Emails have been sent out to content creators, informing them of changes to terms and conditions effective October 22. The choice is to either agree and get on board, or "videos will no longer be available for public display or monetization in the United States".
"A new ads-free version of YouTube, available to fans for a monthly fee" is also explicitly stated in the emails, leaving little doubt as to the reason behind the changes. Of course that should in no way affect regular unpaid users, we presume, as ads (and, uhm, ad blockers) have long since settled into our lives.
No specific numbers have been uttered as to what the service will cost, but then again the purpose of the email is different. Apparently more will be known come October 22.
